Hid Essay

The confusion that confronts Keith Houck as the hired consultant is mainly from and by the mission statement and the attitude of H. I. D. managers. There seems to be progress spearheaded by the H. I. D. President but managers seem and indeed they are so pessimistic apart from the Human Resource Director Karen Setz. The President is very positive and has achieved a lot by meeting the goals of expansion during the five years that he has been in the company. The development during Bill’s time and his immense driving force are good indicators that H. I. D. s far able to formulate its strategic plans and goals. If I were Keith Houck the Consultant, I could have asked very many questions ranging from work ethics to what every individual department has achieved and further question what are the goals of each department. For H. I. D. to formulate its plans and goals it needs an overhaul of its managers except the Human Resource Director Karen Setz who has a vision with a positive mind of expansion. But before the overhaul the President should ask managers who may not feel to meet the set goals to resign. This will be easy for the president to inject new blood (delivering Managers) into the company. If I were Bill Collins the H. I. D. President I could have clearly indicated and or designated roles of each manager and set targets to be reached within a given time frame agreeable by all departmental managers. However, other factors that I could put into play are like teamwork, regular assessment of the progress of set goals and plans. Teamwork is another factor that will enable any management to monitor and motivate the workers. This will ensure among other things no idle time during the usual working ours. There should be an active and enthusiastic team leader who cheers up fellow workers and listens to them during good times and bad times. Team leaders in many organizations have proved to boost efficiency to higher levels notwithstanding sometimes hard times. This is the point where networking of skills is demonstrated fully. Solving arising discrepancies, complaints and problems will done right here in the team. Workers to be involved in everyday changes and participate in the changes they demand (Gratton, Hailey and Truss 1999).

Succubus Revealed Chapter 5

I'd been bracing myself for â€Å"Cleveland† or â€Å"Guam.† I was too much of a pessimist to think I might be offered something even moderately appealing. If I was already going through the trauma of leaving Seattle, then surely it would be for somewhere terrible. â€Å"Did you say Las Vegas?† I asked, sinking down onto my couch. Immediately, I guessed the catch. â€Å"Ah. It's not Las Vegas, Nevada, right? It's a different Las Vegas. New Mexico ? Or some other continent?† â€Å"Sorry to disappoint you and your martyr fantasies, Georgie.† Jerome lit a cigarette and inhaled deeply. â€Å"It's Las Vegas, Nevada. I think you even know the archdemon there – Luis. Isn't he a friend of yours?† I blinked. â€Å"Luis? Yeah. I mean, in as much as an archdemon can be.† That got a small smile from Jerome, though I only barely noticed. I had worked for Luis a long time ago, and if I had to be honest, he was probably my favorite boss of all time. That wasn't to say Jerome was a terrible one, but Luis – while strict – still had an easy way about him that could sometimes make you forget you were damned for all eternity. â€Å"So . . . my orders are to go to Las Vegas and work for Luis.† â€Å"Yes,† said Jerome. I looked back at him from where I'd been staring vacantly out the window. â€Å"Is there any way to change that? To stop it? Isn't there anything I can do to just stay here? And are you sure it's not a mistake – what with the delivery mix-up?† Jerome's dark eyebrows rose. It was one of those rare moments when he'd been caught off-guard enough to display surprise. â€Å"You don't want to go? I mean, I'm flattered you'd want to stay under my rule, but I'd think you would be pleased with this situation. Las Vegas is perfect for a half-ass succubus like you.† I ignored the jab – though he had a point. Las Vegas was such a breeding ground for sin and salvation that it was nearly packed to bursting with servants of both Heaven and Hell. It probably had one of the highest concentrations of succubi in the world, meaning it was easy to slide by with quotas. Here, I was the only succubus, so my number of corrupted souls was scrutinized heavily. In Las Vegas, there'd be plenty of go-getter succubi to cover for slackers like me. â€Å"It's not about you,† I said slowly. â€Å"It's about . . . Seth.† Jerome sighed loudly and stamped out his cigarette on my coffee table. I supposed I should be glad it wasn't my couch or carpet. â€Å"Of course it is. Because in the grand scheme of the universe, your boyfriend is important enough to make Hell's HR change their minds about a re-org. Come on, Georgie. How naive are you? How many transfers have you had over the years? Or perhaps I should ask, how many transfers do you know of that were cancelled because someone ‘didn't feel like it'?† â€Å"None,† I admitted. At most, Hell would take unhappy employees into account and move them out of places they weren't being productive. I had requested transfers before and gotten a couple of them. But once HR made up its mind? That was it. The cold truth of this, that it wasn't a mistake and that I couldn't stop it, was beginning to wrap around me. I tried to make sense of it another way. â€Å"But why? Why did they decide to this? I've been a good employee. . . .† Yet, even as I spoke, I grew uncertain. Jerome looked at me knowingly. â€Å"Have you?† â€Å"I haven't been a bad employee,† I amended. â€Å"Not exactly.† â€Å"This isn't a game. We don't want mediocre employees who can keep the status quo. We want souls. We want to win. And you've spent most of your time here being mediocre. Don't glare at me like that. You know I'm right. You've had fits and starts of productivity, the most notable being when you were under duress. Even that's been inconsistent.† I'd made a bargain with Jerome a year ago, in which I'd behaved like a model succubus for a while. After I'd helped rescue him from summoning, there'd been an unspoken acceptance of me slacking off once again without getting any grief from him. â€Å"If you'd thrived here and turned over large amounts of souls, I doubt you'd be leaving. So, if you're looking for someone to blame, look in the mirror.† â€Å"You sure sound smug about this,† I pointed out petulantly. â€Å"Like you're happy about it.† â€Å"Happy? Happy about the gamble of getting a new employee – or of inheriting Tawny permanently? Hardly. But unlike you, I accept that my happiness means nothing to my superiors. The only thing that matters is me following their orders.† His tone and expression clearly said that the same was true for me. I almost never held back from sparring with Jerome, but today I did. Why? Because there was nothing I could say, no bargain I could make with him. I'd negotiated a number of favors and allowances in my years with him, things specifically pertaining to my existence here within Seattle. That was his domain. But the rest of the world? That was out of his control. There was nothing he could do to change this reassignment, even if he wanted to. There was nothing I could do either. You just couldn't fight against some things. Hell was one of them. When I'd signed my soul away, I'd signed away control of my eternity to them as well. â€Å"It's not fair.† Guessing Jerome's snappy retort, I quickly added, â€Å"I know, you don't have to say it. Life isn't fair. I get it. But it's just . . . it's just cruel. Seth and I finally managed a working relationship. And now I have to leave him.† Jerome shook his head, and I could tell by his restless stance that he was ready to go. His patience with this conversation was running thin. â€Å"You know, I might miss some of your witticisms when you're gone, but one thing I won't miss? Your overwhelming sense of melodrama and despair. It's too much even for me.† The sorrow and self-pity within me transformed to anger. â€Å"I'm sorry, but this is serious to me! How can I not be upset? I love Seth. I don't want to leave him.† â€Å"So don't. Take him with you. Or date long distance. I honestly don't give a fuck, so long as you stop your whining. How can you not see solutions here? You've apparently decided that you being immortal isn't a deterrent to your great love . . . but a two-hour plane ride is?† I felt kind of cowed. Normally, I resented Jerome for mocking me when I was upset because I blamed it on his lack of empathy. But now, I had to admit that maybe he was onto something about me being overly melodramatic. Why couldn't I take Seth with me? If Seth really loved me, a move shouldn't be a problem. And of all the jobs in the world, he had one of the best suited for a change of venue. Unfortunately, it was a bit more complicated than that. I sighed. â€Å"I don't know if he would. His family's here, and his sister-in-law's sick. He can't leave them anytime soon. . . .† Jerome shrugged. â€Å"We're back to the part where I don't give a fuck. I do, however, care that you go there to visit sooner rather than later. Luis asked if I'd send you down in advance to scope out the area for a couple of days. Seeing as bowling practice doesn't start until Monday, I can't help but think this weekend would be an excellent time to get that out of the way. I'm happy to oblige him – but not at the cost of interfering with my team.† â€Å"Really?† I scoffed. â€Å"You expect me to care about bowling in light of all this?† He gave me a thin-lipped smile. â€Å"Seeing as you're still my employee for the next four weeks, yes. I expect you to care about it immensely.† He glanced over at Roman, who had observed all of this silently. â€Å"And I expect you to come up with an excellent training regimen for them. I'll see you both then.† Jerome vanished in a poof of smoke, further verifying how self-satisfied he felt about all of this. Losing me might be inconvenient for him, but I think his demon nature still took some delight in seeing the torment of others. I covered my eyes and rolled over to lie flat on the couch. â€Å"Oh God. What am I going to do? This can't be happening.† Breaking up with Seth last year had torn my heart apart. I had wanted to die. Being reunited with him had felt like being born anew. I'd loved life, even my damned one. Now I was starting to feel that terrible, aching desperation again. It wasn't possible that someone could go through so many extreme ups and downs in so short a time span. Welcome to being in love, I thought. I felt Roman sit down by my feet. A moment later, both cats joined us. I uncovered my eyes and found his sea green ones staring down at me. â€Å"He wasn't exactly tactful, but I have to admit he had a point. Why wouldn't Seth just move with you?† â€Å"Under normal circumstances . . .† I had to pause in order to not start laughing. Our circumstances were never normal. â€Å"Under normal circumstances, he would. But like I was saying, with Andrea, I don't even think he can. And honestly, I wouldn't want him to.† I didn't realize that was true until I spoke the words. If Seth dropped everything to run off with me, he would be hurting both himself and his family for my sake. I could never allow that. My heart sank. â€Å"I can't believe this. How could this have come about so quickly? I was so happy.† Roman scratched Aubrey's head and leaned back. â€Å"That's an excellent question. This was all kind of sudden. Is that how it normally is?† â€Å"Well, I mean, we never get much warning of transfers. Sometimes you know a re-org is coming. Sometimes you get one after requesting a transfer. Usually, though, someone has a meeting, plans your fate, and you find out about it later. The only weird thing here was Jerome apparently having less notice than me.† Roman had been staring at the ceiling and then snapped his head back to look at me. I flinched under the intensity of his gaze. â€Å"Explain that again. What happened and what was unusual.† I started to tell him I'd just explained it but instead swallowed off any sharp retort, knowing he wasn't the true source of my irritation. â€Å"Normally, your archdemon meets with you to tell you the details, and then the letter with the transfer date follows. This happened so fast that I got the letter before Jerome had a chance to talk to me.† â€Å"Hell doesn't do things without a reason.† He reconsidered. â€Å"Well, impromptu bowling competitions aside. But they like their bureaucracy, their paperwork, and all their details in order. Even if they quickly decided to do a transfer, they'd still follow all their inane procedures. For the letter to have jumped ahead of Jerome getting his instructions, things must have been seriously expedited. The question: why? Why such a rush to get you out of Seattle?† I couldn't help a smile. â€Å"You're looking for a conspiracy here. I mean, don't get me wrong, I think this sucks. It's terrible. But I don't think there's anything more to it than what Jerome said about me skimping at my job. Which . . . well, which is my fault.† â€Å"Yes, but Hell deals with bad employees all the time. They go through reams of procedure to figure out the best way to deal with those people. Pop might be right that Hell can't tolerate mediocre workers, but it's not to the extent that they have to deal with it right that second. What's so special about you that someone would suddenly decide to initiate a hasty transfer?† I appreciated that Roman was trying to help me, but I didn't want to get caught up in what could easily become an obsessive quest for him. Nephilim had serious grudges with Heaven and Hell and were always looking for ways to challenge and thwart them. Roman himself had once gone on a killing spree of higher immortals. There was something in his nature that wanted there to be more than bad luck here, but I just wasn't sure I believed there was. Carter's words echoed in my head, no matter how much I tried to shrug them off: If there's a reason, it's because you've been doing something Hell doesn't want you to do. â€Å"You should talk to Carter,† I muttered. â€Å"He's certain there's a reason too.† Seeing Roman's expectant look, I halfheartedly tried to humor him. â€Å"I don't know what it could be. Maybe because I got captured by Oneroi? Maybe they're worried I'm unstable or something. Or that this isn't a safe place for me.† Roman nodded along with my words. â€Å"That does make you special. However, if I was worried about an employee losing it, I'd want to keep them in a place where I knew they felt stable. I'm sure Hell knows you're happy here, and if anything, they might think that experience bound you to Jerome more closely. They'd want to encourage that loyalty.† â€Å"Hell doesn't need to encourage loyalty,† I told him. â€Å"All they care about is that I signed my soul over to them. That's bigger than loyalty.† A startled look crossed his face. â€Å"That is all they care about. Georgina, when did this happen? Exactly when did this happen?† â€Å"Er, the letter?† There was a fanatic look in his eyes. No question. He was getting obsessed. â€Å"Yes.† â€Å"This morning. It showed up at Seth's. I sensed the courier and woke up to it.† â€Å"You were at Seth's. What were you doing at the time? What were you doing just before then?† He'd stopped petting Aubrey, and she slithered toward me in a huff, seeking a more attentive audience. â€Å"Walk me backward from that point.† â€Å"Well, like I said, I was sleeping. Before that . . .† I winced, remembering getting into bed with Ian. â€Å"I met Seth's mom and younger brother. Before that, I was at Peter's fondue party. Before that, I was at the mall – â€Å" â€Å"Peter's. Tell me about Peter's. Did anything weird happen to you there?† I cut him a look. â€Å"It was a fondue party at a vampire's. Everything about that is weird.† â€Å"I'm trying to help you!† There was a strained, agitated quality to his voice as he leaned toward me. â€Å"Just hold off on the jokes, okay? Think. What happened – to you specifically? What did you talk about? What did they say to you?† I was growing increasingly uncomfortable at his intensity. â€Å"They were teasing me about my job,† I said. â€Å"Jerome too?† â€Å"Of course. He said me being an elf was an embarrassment and that I should do something else.† A shocking thought hit me. â€Å"Roman . . . you don't think Jerome requested the transfer, did you? Could he really be that upset with me? That embarrassed?† â€Å"I don't know,† admitted Roman. He absentmindedly ran a hand through his curling dark hair. â€Å"It's possible. Some of the weirdness might be explained away if Jerome was trying to hide that he initiated all this. But then, it's not like any of your other friends are exactly normal. If something was going to embarrass Jerome enough to get rid of an employee, I kind of feel like there would have been a lot of other opportunities before you. Anything else come up?† â€Å"I asked them about – † I hesitated. The topic was still sensitive for me. It was hard to mention to Roman, and I could hardly believe I'd had the guts to bring it up to the gang that night. Roman caught my uncertainty and pounced. â€Å"What? What else? What did you ask them about?† I waited a few more moments and then decided to tell him. It couldn't hurt, and besides, for all I knew, Roman had mentioned my name to Seth. â€Å"About a month ago, when we were in bed, Seth called me Letha when he was half-asleep. When I asked him how he knew that name, he couldn't remember. He couldn't even remember calling me that. So, I asked the group that night if any of them had told my name to Seth.† â€Å"And?† â€Å"And they all said no. Cody didn't even know my name. I got berated for being melodramatic again, and the general consensus was that Seth had just overheard it from me or someone else and forgotten.† Roman was silent, which was almost more unnerving than him grilling me. I straightened up and nudged him. â€Å"Hey, you didn't tell Seth, did you?† â€Å"Huh? No.† He frowned, caught up in his own thoughts. â€Å"What did Jerome think? Did he concur with that theory?† â€Å"Yes. He thought me bringing it up was a total waste of time and didn't hesitate to tell me. He was so bored by it that he started talking about bowling instead.† â€Å"That's when he told you about the bowling team? The bowling team that came out of nowhere?† â€Å"Yeah. . . .† Now I was frowning. It was clear that Roman's thoughts were running off to a place I wasn't at or able to follow. â€Å"Why? What are you thinking? Is this related somehow?† â€Å"I don't know,† he said at last. He stood up and paced the living room a couple of times. â€Å"I need to think about this. I need to ask some questions. What are you going to do now?† I rose as well and stretched, suddenly feeling weary. â€Å"I need to talk to Seth. I have to tell him what happened. And I suppose . . .† I made a face. â€Å"If I do have to go to Las Vegas, this weekend is the time to do it.† â€Å"So you don't miss bowling practice?† teased Roman. â€Å"That, and I have it off from work. Seth's pretty tied up with his family in town, which makes it another good time to go. Although . . . it'd kind of be nice if he went with me. I mean, if he was going to think about moving, he could check it out too.† Yet, again, that worry returned to me: how could I ask Seth to abandon Terry and Andrea? â€Å"Actually,† said Roman, humor vanishing, â€Å"I think it's best he doesn't go.† â€Å"Why not?† â€Å"Because whatever the reasons, something's just not right about this. I don't know what's waiting for you in Las Vegas. Maybe nothing. But I just feel like there's a larger hand in all of this, guiding it, and that it's safest for Seth if you don't drag him into immortal drama.† Roman's face softened. â€Å"I'm actually not thrilled about you facing it alone, but I'm not sure me walking into a hotbed of immortal activity is so smart either.† â€Å"I'll be fine,† I said, trying to not be put off by his ominous words. â€Å"No matter how terrible a transfer is, I have to admit, I got kind of lucky with this one. I mean, I'm not saying I trust any demons, but if I had to, it would be Luis. He's really great, and Vegas is, well, Vegas. Like I said. I got lucky.† Roman grew thoughtful again. â€Å"Yes. Yes, you did.† The next day, I found Seth later at his brother's house. Andrea had had another treatment that day and was sleeping it off. Seth and Margaret were helping take care of the household as best they could, cooking a late dinner and watching the girls. I arrived at about the same time as Terry got home from work, and our double entrance was greeted with shouts and hugs. I scooped Kayla up in my arms and kissed her while Terry asked what I had been wondering. â€Å"Where's Ian?† Seth and Margaret exchanged looks. â€Å"Ian had some things to do,† she said neutrally. â€Å"Yeah,† agreed Seth. â€Å"In the form of scoping out ironic parts of Seattle.† So much for Ian stepping up to help the family. No doubt he'd found new hipster friends at a coffee shop and was now hanging out with them somewhere, drinking PBR and regaling them with stories of all the obscure bands he knew. Terry smiled good-naturedly. â€Å"Well, that's his loss because dinner smells great. More for us.† He swung Kendall around and kissed his other daughters before going upstairs to check on Andrea. I felt a lump form in my throat as I watched him go. He put on such a good face for the kids, but I knew this had to be tearing his heart apart. My own petty concerns seemed exactly that: petty. Small. Inconsequential. Nonetheless, news of the transfer weighed on my mind throughout dinner. I'd wanted to wait until Seth and I were alone at his place, but my face must have betrayed my feelings. â€Å"Hey,† he said gently, slipping an arm around me. The family was gathered in the living room, starting a movie, while Seth and I stood in the doorway to the kitchen. â€Å"Everything okay?† I hesitated, unsure about bringing it up here. Sensing that, he pulled me into the privacy of the kitchen. â€Å"Thetis, talk to me.† â€Å"I got some bad news today,† I began. I tried to think of a clever or funny way to lead into it, but nothing came. So, I just blurted it all out, explaining the inarguable nature of transfers and the details of mine. â€Å"Las Vegas,† he said flatly. He looked as though he'd been slapped. â€Å"You're moving to Las Vegas.† â€Å"Not for a month,† I said, clasping his hands. â€Å"And believe me, I don't want to. God, Seth. I still can't believe it. I'm sorry. I'm so, so sorry.† â€Å"Hey, don't apologize. Not for this.† He drew me near, the kindness and compassion on his face nearly making me cry. â€Å"This isn't your fault. You have nothing to be sorry about.† I shook my head. â€Å"I know, but . . . it's just so crazy. I thought this was it. Our chance to be together. And now I don't know what to do. I can't ask you to . . .† â€Å"Ask me to what?† I leaned my head against his chest. â€Å"Come with me.† He was quiet for a few moments. â€Å"Would they let me? I always thought . . . I mean, whenever you've talked about your past, it always sounded like you reinvented yourself. New name, new appearance. I thought you had to leave your past life behind.† â€Å"I have, but that was always just my choice. For you . . . I mean, of course I wouldn't do that. I'd stay Georgina Kincaid, just as you know her. But you can't leave them.† I gestured to the living room. â€Å"It's not worth it.† Seth moved his hands to my head, tilting my face up so I could look him in the eye. â€Å"Georgina,† he said softly. â€Å"I love you. You're worth it. You're everything to me. I'd follow you to the ends of the earth. And beyond.† â€Å"That doesn't make sense.† I smiled sadly. â€Å"And I'm not everything. You love them too. And you'd hate yourself for running off with me while they need you so much.† â€Å"So, what? You've made my choice for me?† he asked. There was a playful note to his voice, despite the deadly seriousness of the topic. â€Å"Are we breaking up?† â€Å"No! Of course not. I just . . . I just want you to know that I don't expect you to come with me. Do I want to be with you? Yes, of course. But I love your family, Seth. I love all of them. My happiness . . .† It was strange, speaking those words. My happiness. For so long, I'd been miserable. Happiness wasn't even a concept I'd imagined for myself in ages. â€Å"My happiness isn't worth theirs.† He leaned down and brushed his lips against mine. â€Å"What about mine?† I stared in astonishment. â€Å"Are you saying you'd abandon them and run off to Las Vegas?† â€Å"No,† he said firmly. â€Å"I would never abandon them. But there must be some middle ground here. Some way that doesn't involve sacrificing us or them. We just have to figure it out. What we have is too important. Don't give up on us yet, okay?† I hugged him, losing myself in the sweetness of his warmth and scent. My heart had lightened a little at his words, but I still didn't want to get my hopes up. There was too much at stake, still too much that could go wrong. â€Å"I love you,† I told him. â€Å"I love you too.† He squeezed me tight and then kissed me again before pulling apart. â€Å"Now. Let's go watch that movie and pretend to be social so that we can leave early.† â€Å"Why?† â€Å"Because if you're going to Vegas this weekend, then I want to get you home and get some quality time in tonight.† I grinned and put my arm around him. â€Å"Does ‘quality time' mean what I think it does?† â€Å"Yes,† he said, as we walked back to the living room. â€Å"Yes, it does.† â€Å"Well, then, you know that's against the rules.† â€Å"Rules that you made up,† he pointed out. â€Å"Rules that are for your own good,† I corrected. â€Å"It's not time yet. Remember, we have to ration ourselves.† It was part of the conditions of us getting back together. Keeping strictly platonic before had strained us, so this time, I'd agreed that some sex was okay . . . even though I cringed at the thought of how each act, no matter how small, would take away some of his life. Seth had told me he didn't care, that he'd take any risk to be with me. I was still cautious, and he'd yielded to me to set the schedule for our rationed sex life. I still wasn't entirely sure what constituted proper rationing in this situation, but something in my head said we should have sex only every few months. I hadn't told Seth that, though. It had been one month since the last – and only – time we'd had sex since getting back together as a mortal and a succubus, and I knew he was getting restless. It was especially difficult for him because although he respected me, he also didn't think such caution was needed when he was the one who faced the dangers – dangers he swore he didn't mind. â€Å"Not tonight,† I continued. â€Å"It's practically a special occasion, though,† he told me. â€Å"A big send-off.† â€Å"Hey, I didn't say we couldn't do anything,† I replied. â€Å"Just not as much as you'd like to do.† One thing we'd inherited from our chaste days was a set of several creative workarounds, mostly involving doing unto ourselves what we couldn't do unto each other. â€Å"The question is, is there going to be a problem with your houseguests?† â€Å"Not if we're quiet,† Seth said. After a moment, he shrugged. â€Å"Scratch that. I don't care. Let them hear.† I scoffed. â€Å"Oh, yeah. So that your mom can come break down your door with her baseball bat.† â€Å"Don't worry,† he said, kissing my cheek. â€Å"She's no match for you and that dictionary.†

The quality of education is deteriorating though the government has increased funding by 44 percent. â€Å"A rising tide of mediocrity† as reported by the federal commission was the key factor that causes the K-12 education to deteriorate (Kurt 2003). There are no parental choice programs that give them the power to make decisions on how the school should be run. The children are assigned to schools that are nearer to their place of residence and this is based on zoning rules. Another problem is that public schools are performing below the standard and they are not held accountable for their performance. â€Å"The schools are lacking incentive to improve quality or take control of the costs for they are protected by the education act of the government. † (The Washington Post 2008 April 3) The private and religious schools are performing well as opposed to the public schools and this has a negative significance to the students who are enrolled in public schools. Due to the problems discussed above then the government must address the bureaucratic structure reform and especially the public education. For the discussed problems I would advocate for empowering of parents so that they will ensure that students are served better than the administration. They will also be allowed to transfer their children from the schools that are not performing and consequently this will compel the school to improve their quality. The government should ensure that public school are performing and more so come up with strategies that will enable them to perform. The reform will make the schools to be more resourceful with their finances and follow the curriculum accordingly. In his recent public speech, Senator McCain noted that â€Å"markets have losers and winners and United States of America cannot afford any losers in a game of educational roulette. † (The New York Times 2008 July 14). The choice of programs will allow parents to take their children to schools within or outside the districts depending on the performance. They have therefore come up with various proposals to reform K-12 education once they get into power. Senator Barrack Obama will establish national standards by ensuring that national tests are done on a voluntary basis. He also promises to empower parents to improve the educational quality and academic achievement. On the other hand, Senator McCain proposed that parents will be allowed to use the proceeds to reform K-12 education as well as pay for their children’s university fees. This is an idea that was rejected by President Clinton but McCain wants to reintroduce the bill. Therefore this blood transfusion is helping to replace volume lost, to  increase circulating blood volume and to improve the oxygen carrying capacity (Hamlin, Richardson-Tench, Davies 2009 pp 155,156) c. It is important to follow the Pico prep instructions as faecal matter can obscure the viewing of the  the colon. Pico prep aims to thoroughly cleanse the colon of any matter or gas to ensure that the  visual field is clear ( Corbett Banks 2011 pp. 675,676). d. Pico prep is an osmotic laxative, its action decreases the fluid absorption within the bowel which  then results in the onset of diarrhoea within 1-4 hours. Side effects can include abdominal bloating,  abdominal pain, nausea, vomiting and flatulence. ( Tiziani 2013 pp. 876,879). e. The action of this medication would have quite an impact on this elderly patient. Although she  mobilises with a four wheel walker it would become increasingly difficult to mobilise to the toilet so  frequently to empty her bowels in time. This may increase the chances of her having a fall ( Williams   Hoper 2011 p. 747). Lowering the bed, having her four wheel walker in reach and the application of  hip protectors may aid in reducing the risk of her having a fall and in the chances of her having a fall  the hip protectors may aid in protecting that area.( Crisp, Taylor, Douglas, Rebeiro 2013. p. 454). Providing a bedside commode may also reduce the chances of falls as it is located closer to her than  the toilet may be. As she is an older patient the skin around the area may become excoriated and skin  breakdown may occur due to the acidity of the diarrhoea and the area frequently being wet. Barrier  creams should be applied to at risk areas for protection. Diarrhoea can also quickly cause dehydration  and electrolyte imbalances in the elderly, this may also have an impact on this patients fluid and  electrolyte levels (Williams Hopper 2011. pp. 275, 747). Question 2. a) This patient is displaying possible signs and symptoms of a suspected urinary tract infection such  as incontinence, a burning sensation when she voids, fever, confusion and blood stains on her pad. A urinalysis should be performed to support a diagnosis of a urinary tract infection ( Williams   Hopper 2011 p. 838). As she is incontinent of both urine and faeces a thorough skin assessment  should be performed to identify the areas at risk and to identify any change in skin integrity. Skin  turgor should also be assessed as this can indicate a sign of dehydration (Crisp et. al. 2013 p. 592). A  fluid balance chart should be maintained to assess if the patient is in a positive or negative fluid  balance and the weight of the patient should also be assessed as noticeable weight changes can  indicate hypovolaemia (Crisp et.al 2013 p.1214, Scott 2010 p. 62). Auscultation of the chest could  prove useful in determining the reason of the increased respiratory rate and low oxygen saturation  levels ( Lewis Foley 2011 p. 356). A falls risk assessment should also be performed as the elderly  patient has a few risk factors for falls such as confusion, reduced mobility an d is incontinent of urine  and faeces. This can help to implement interventions to reduce the risk of a fall ( Crisp et.al p. 454). As this patient is at risk of both hypovolaemia and hypokalaemia the doctor should be notified to  thoroughly assess the patient and implement therapy for a suspected urinary tract infection. b) Cranberry juice can be effective in helping to reduce pain when urinating and also prevents the  bacteria adhering to the wall of the bladder, this method can be helpful in reducing the pain of a  urinary tract infection however the patient is undergoing a procedure the next day, therefore this  intervention should be implemented with the approval of a medical officer. A heat pack could be  placed on her abdomen to relive any pain and discomfort along with the administration of an  antipyretic to reduce her fever and pain (Williams Hopper 2011 p. 840). As the patient is having  difficulty breathing she should be placed in a suitable position to help with proper lung expansion such  as the high fowlers position along with the administration of oxygen to increase oxygen levels within  the blood. (Williams Hopper 2011 p. 604). The patient’s vital signs should be continuously  assessed to monitor any improvements or deterioration especially her blood pressur e and heart rate  as any further abnormalities such as arrhythmias and a further decline in blood pressure could  indicate hypovolaemia and hypokalaemia. Continuous assessment of her neurological state should  also be implemented to monitor any changes (Scott 2010 p. 64). c. Hypokalaemia occurs due to an excessive loss of potassium from the body or from an inadequate  intake of potassium. The body is unable to conserve potassium and relies on an adequate intake of  potassium to maintain a balance within the body. An excessive loss of potassium can be due to  diuretic therapy – especially potassium wasting diuretics, corticosteroids, vomiting and diarrhoea. Signs and symptoms include an irregular weak pulse, hypotension, muscle cramps, muscle weakness  and shallow respirations. (Williams Hopper 2011 p. 79, Scott 2010 p. 98). Medical management is aimed at restoring potassium levels either by increasing the intake of  potassium in the diet or oral potassium supplements. Intravenous replacement therapy is also  implemented in those with severe hypokalaemia to rapidly increase potassium levels. Diuretics may  be changed to a potassium sparing diuretic to prevent the loss of potassium from the body. (Scott  2010 pp. 100,101). Nursing management includes monitoring fluid input and output, monitoring the heart rate and rhythm  of those receiving IV replacement therapy, maintaining and ensuring the correct administration of the  therapy and continuous monitoring of the patient’s condition throughout. ( Scott 2010 p.102). Hypovolaemia occurs due to the loss of fluid from the body and extracellular spaces; this can be due  to excessive bleeding, excessive sweating, burns, diuretic therapy, diarrhoea, renal impairment and  vomiting. The loss of fluid then results in a decreased blood volume. (Williams Hopper 2011 p.71,  Scott 2010 pp. 60, 61). Signs and symptoms include thirst, nausea, hypotension, restlessness,  confusion, dizziness, cool pale skin, tachycardia, increased body temperature, weight loss and a  decline in cognitive status. (Williams Hopper 2011 p 72, Scott 2010 p. 62). Medical management includes finding and stopping the source of the fluid loss, the replacement of  lost fluid with an intravenous infusion with the same osmolality of blood to increase the body’s blood  volume. ( Scott 2010 p.63). Nursing management includes the administration and maintenance of intravenous fluid replacement,  monitoring the daily weight of the patient, monitoring fluid input and fluid output, encouraging the  intake of fluids to aid in restoring fluid balance and providing mouth care to maintain the integrity of  the oral mucous membranes. (Crisp et.al. p. 73). Question 3 a) Midazolam is used in this procedure as it is a sedative, hypnotic agent and muscle relaxant. This  aims to reduce the amount of movement throughout the procedure and assists in keeping the patient  in a sedative state and impairs memory function ( Tiziani 2013 p. 967). Fentanyl would be used to  reduce pain during the procedure and also aids in the maintenance of the anaesthesia ( Tiziani 2013  p 928) Diprivan is used to induce sedation and also increases the effects of the hypnotic agent and  analgesia ( Tiziani 2013 p 793.) b) Midazolam acts by binding with a benzodiazepine receptor in the central nervous system which  inhibits neurotransmitters in the brain resulting in a calming sedative affect ( DrugBank, Midazolam  DB00683 2013). Midazolam given intravenously takes affect within 1.5 2.5 minutes. Adverse effects  include respiratory depression, memory impairment, anxiety, muscle weakness, drowsiness,  hypotension, dizziness, fatigue and decreased alertness. (Tiziani 2013 pp 964, 967) Fentanyl acts on receptors within the brain, spinal cord and muscles and bind with opioid receptors  producing an analgesic affect. Administered intravenously fentanyl takes affect almost immediately.   Side effects include respiratory depression, apnoea, dyspnoea, vomiting, nausea, increased intra  cranial pressure, bradycardia, sedation, confusion, constipation, hypotension and muscle rigidity.  (Tiziani 2013 p. 923) Diprivan suppresses the central nervous system and produces a loss of consciousness. Adminstered  intravenously diprivan takes affect within 30 seconds of administration. Side effects include  respiratory depression, tachycardia, hypotension, shivering and involuntary muscle movements (Tiziani 2013 p 793) Nursing care includes continuous monitoring of respiratory rate, heart rate and vital signs during  administration of these agents and throughout the procedure, ensuring that the dose is titrated to  produce the right affect, a sedation scale should be performed when the patient is conscious,  ensuring that the patient is aware that midazolam can cause muscle weakness so care should be  taken when mobilising. Central Nervous System toxicity may occur when all three medications are  given together therefore continuous monitoring is extremely important as the effects on the central  nervous system are increased ( Tiziani 2013 p 964,968). c) As this patient has renal failure the kidneys ability to filter and excrete waste is decreased, this may result in an accumulation of the medications and could possibly result in drug toxicity – especially  opiate medications (Tiziani 2013 p.925). This patient is elderly and may have increased sedation and  confusion after the procedure due to her age and renal function and is at a high risk of falls especially  as midazolam causes muscle weakness. Midazolam administered to an elderly patient can cause  delirium, therefore this patient is at an increased risk of being affected by this ( Tiziani 2013 p.964). Facilities Management Outsourcing In The UK Information Technology Essay Chapter One served as an introduction to the dissertation, forming the motivation for the research project on the facility management outsourcing in the UK, together with a brief discussion on factors embodied in the study. Factors such as the problem, literature review; research methodology and limitations of the study are discussed. This is the appropriate theoretical paradigm of the study, the main focus of which is to specify the facility management outsoaring trend in the UK, together with related concepts. In the next paragraphs, As per research literature author discusses the definition of outsourcing, to understand the meaning of outsourcing from different views of various authors, and thus lead to conclusions of what outsourcing means. Outsourcing is the long-term results-orientated relationship with an external service provider for activities traditionally performed within the company. Burn et al., (2002) say Outsourcing usually applies to a complete business process and implies a degree of managerial control and risk on the part of the provider. Aaratunga et al.(2008) is in the favour of FM, according to him FM helps organizations as well as employees as a whole to get the full benefit by the integration of property and user related functions. It provides dynamic facilities policies which help in the generation of corporate values. It reduces the problems of space allocation and charging. In improving the environmental condition it can be a great help. Direct and contract employment can also be improved by the introduction of FM. Facility management  is an  interdisciplinary  field primarily devoted to the maintenance and care of commercial or institutional buildings, such as  hotels,  resorts,  schools,  office complexes,  sports arenas  or  convention centres. Duties may include the care of  air conditioning,  electric,power,  plumbing  and  lighting  systems;  cleaning;  decoration;  grounds keeping  and  security. Some or all of these duties can be assisted by computer programs. These duties can be thought of as non-core or support services, because they are not the primary business (taken in the broadest sense of the word) of the owner organization (Alexander, Keith, 1996). According to Barrett (1995) there are three approaches for opting the whole of FM services or part of it namely; out-sourced, in-house or a hybrid of both. The firm can choose any of the approach in order to get the FM services. The approach taken by the firm depends on the concerns or priorities already decided by the firm. In case of support providers some organizations goes for the totally in-house option, while some are in the favour of certain main services which are possible, the third type of organization is the one who uses the combination of both. Many companies have realized that in order to add value to its customers, they must single-mindedly concentrate on their core competencies and leave the running of vital, but yet time consuming and labor intensive peripheral activities to other more qualified operators confirms Sherratt (2000). 2.2. What is outsourcing Outsourcing means to have a contract with another company or person to do a particular function. Now a day almost every organization outsources some of its departments in some way. Usually, that function is being outsourced which is considered non-core to the business. Outsourcing takes many forms. Organizations still hire service providers to handle distinct business processes (Sourcingmag, 2009). Vertical integration refers to the level of ownership of activities either backward into the supply chain or forward towards the customers or end-user of the product and service. Vertical integration is similar to the outsourcing concept in that it is concerned with the decision on whether to perform an activity internally or source it from an external supplier. Another term that is often used in manufacturing context is make-or-buy. It is arguable at make or buy is most appropriate term in context of outsourcing as it implies that there should be an evaluation of the suitability of either internal or external supply whereas the term outsourcing implies that the decision to use an external supplier has already been made without any consideration whether is it appropriate for the organization. Its necessary for the successful application of outsourcing to analyze whether it is necessary for the organization and h ow the outsourcing process should be managed (McIvor, Ronan, 2005). 2.2.1 Reasons behind outsourcing In todays business evolution, companies seek to remain strong or gain strength in an ecommerce-enabled marketplace. Likewise the factors driving outsourcing have evolved from a focus on solving financial problems to IT or certain business processes which contribute to the competitive success of an organization through enhanced capability, improved flexibility, increased efficiency or enhanced speed to market. Outsourcing has evolved from a survival tactic to a strategic competitive tool touted by even the most respected management consultants says Van Bon (2002:249). The areas which have not run on traditional lines can be introduced by the new ideas, technologies and new findings with the help of outsourcing which has a great positional in bringing the businesslike approach. It can help in upgrading the system or skills of the workers. It has a potential in bringing the reduced cost technologies by specializations and large scale economies. Outsourcing can help in upgrading the assets (Beitz,1998). Accoring to Heath (2010) outsourcing facilities management enables an organization to focus on its core business functions. Organization can gain many value-driven and many less visible benefits including:- Flexibility Increase and decrease staffing levels as needed, without having to interview, hire, or train a new employee or be forced to lay off employees when business slows. Productivity Because you are tapping into a pool of well-trained professionals who have access to the best processes, you immediately increase your productivity. Expert Assistance Rely on experts in facilities management to ensure that your company is operating efficiently and cost effectively. Better Service By having the right personnel available to handle your facility management issues, your customers will benefit as well. The cost-savings alone can make outsourcing management an attractive idea; instead of paying salary, bonuses, benefits, and taxes, as well as the administrative costs associated with those items, organization willl simply pay a flat rate that makes it easy to budget and plan. 2.2.2 Outsourcing relationship management process (the modern outsourcing model) In the new era of outsourcing, the customer regards the vendor as a long-term asset that is a source of ongoing value to the company. An asset, time and resources are dedicated to the management of a relationship, thereby maximizing its value. The customers resources are held accountable for extracting value from the outsourcing relationship. This is a more strategic approach. Good relationship management requires thought, planning, coordination and dedication of resources to be successful. Management cannot overlook the importance of this structure and its supporting processes. Good relationship management can be used to fix many ills inherent in a sourcing transaction. While this area of expertise is relatively immature, it is nonetheless important if the promise of outsourcing is to be realized concludes Van Bon (2002). Often a person called the client contract manager of an outsourcing deal is left to determine what was just negotiated after the outsourcing contract is signed. Van Bon (2002: 258) has shown that in a lot of situations this is a recipe for disaster, when it comes to realizing the benefits of outsourcing. Fortunately in todays world, organizations realize the importance of processes and a sound governance model by the time the deal is finalized. The big questions to be asked is how does one go about building into the process and how does one operate the process after an outsourcing deal is done? When an outsourcing deal has taken place, interdependency exists between the two companies. Both the vendor and the customer therefore change, as the one affects the other. Therefore both parties must understand the cost drivers of the two infrastructures and coordinate changes so as not to introduce additional costs into the process. Both the customer and the vendor must behave as an integrated supply chain rather than as win or lose adversaries. MTW (2010) found in this research that the FM market has become increasingly characterized by closer relationships between suppliers and contractors, as greater efficiencies and lower procurement costs are sought. During 2009, several FM companies established programs specifically designed to improve supplier relationships to ensure that material and equipment suppliers were aligned with customer relationship principles and accountable for their own supply chains. 2.3. Types of outsourcing For the purpose of this study and based on the area of study on which the author is focusing, there are two types of outsourcing models identified by Greaver, F. Maurice (1999):- Total outsourcing: In this type of outsourcing, organizations outsource all of their activities. It is easiest way to in the easiest way to get good results with less effort. Service provide so same things but they produce better results, mostly organization choose it as it saves money. Selective outsourcing: Some times organization does not want to outsource all the activities of an individual, function or process. In Facility Management industry if an organization wants to outsource its whole building control but keeps automated entry exit control in their own system to make sure who come in and leaves the building and when. Most successful experiences were associated with a reasoned, incremental and selective approach to outsourcing which is increasingly reflected in the structure of the market confirms Willcocks and Fitzgerald (1994). Dangers High Cost Insular Unresponsive Management Overhead Exploitation by Suppliers Unbalanced Risk/Reward Innovation Source: Alexander (1996) This table 2.1 shows that all arrangements have inherent risks associated with them, in addition to the above types of outsourcing, Other types of outsourcing services as defined by Glomark-Governan (2006) include Business Process Outsourcing (BPO) which involves the transfer of management and execution of one or more complete business processes or entire business functions to an external service provider. Research done by Currie and Willcocks (1997:180) concludes that most companies chose selective outsourcing. In the United States only 8% has gone total outsourcing and in the United Kingdom only 2%. This figure as low since total outsourcing is very risky. Data collected on total outsourcing indicates a 35% failure rate. With total outsourcing, vendors build in a high switching cost. Total outsourcing should be done on a joint risk-reward basis and never on a fee-for service (time and material) contract. It is recommended that re-negotiation stages be included in the original contract of big deals. 2.4 Advantages of outsourcing Turban et al. (2002) describes following advantages of outsourcing FINANCIAL Avoid heavy capital investment, thereby releasing funds for other uses Improve cash flow and cost accountability Realize cost benefits from economies of scale, and from sharing computer housing, hardware, software and personnel Release extensive office space TECHNICAL Be free to chose software due to a wider range of hardware Achieve technological improvements more easily Have greater access to technical skills MANAGEMENT Concentrate on developing and running core business activity Eliminate need to recruit and retain competent FM staff HUMAN RESOURCES Draw on specialist skills, available from a pool of expertise, when needed Enrich career development opportunities for staff QUALITY Clearly define service levels Improve performance accountability Earn quality accreditation FLEXIBILITY Respond quickly to business demands 2.5 Disadvantages of outsourcing In spite of the numerous advantages mentioned above, there can also be less desirable consequences. Most concerns are explored further (Bucki, James. 2010). Availability: The external provider is not always available full time and may be committed to other clients. Confidentiality: The vendor will probably need to keep some of the customers records off-site while simultaneously working with competitors. Cost: The customer may perceive that unit costs for the external provider are high. Termination costs of an agreement can also be very high. Perceived lack of accountability and commitment: There is a possibility that a customer can end up with a provider that does not share the risks of the client and is committed to the agreement. 2.6 Outsourcing decision making Research done by Caruso (1996) found that the decision to outsource non-core competencies takes place at corporate level in 50% of the cases. A third takes place at the divisional level and 15% at operational level. Normally other departments such as finance, Marketing and Human Resources are also involved in the decision. These departments play a significant role in the selection process. The final decision on which vendor to use is done at corporate level. Glomark-Governans (2006) also found that the finance department is involved with the cost calculations and the Human Resources department concentrates on the smooth transition of employees. The Human Resources department is also responsible for monitoring employee moral throughout the company before, during and after the outsourcing transition has taken place. The Marketing department would then explain the new strategic relationship of the company with the vendor customer and concentrate on the benefits the customer will reap from the outsourcing arrangement. Vendors should be selected based on their total capabilities, not just price or a single aspect of what they can do. References and reputation are only two of the criteria that should be used when making the final decision on which vendor to contract. A reasonable price should be negotiated and performance measures put in place. When selecting a vendor, close attention should be paid to how candidates measure up in the areas of financial strength, business experience, business development, support services and business arrangements. Willcocks et al., (1997) also found that assessing outsourcing intangible benefits also requires a careful investigation of links between the technical, the operational, and the economic effects of the benefit. The result provides a sound framework for identifying the measurable variable needed for the economic quantification. As a simple example: Technical benefit an on-line sales force Web service enables sales professionals in a company to produce reports with key content designed for executives in their accounts. Operational benefit with the new reports available, the sales representatives can increase the number of meetings with senior managers in their accounts Economic benefit an increase in meetings with senior managers will increase the close rate. The close rate (number of orders closed as a percent of proposals presented) is the measured variable that can be used to define the benefit formula (means of economic quantification). 2.7 Facilities management outsourcing Since cresting as a trend in the mid-to-late 80s, the outsourcing of facilities management has now simply become a way of doing business. In the last decade, many facilities managers have exchanged the traditional carts and hard hats for seats in boardrooms with titles like VP of capital assets or VP of real estate. At meetings, they build strong cases for maintaining existing facilities; persuading their brethren that buildings which hold their value are as important to the core mission of their organization as developing a new product or pouring millions into new research (Helene, McEntee, 2000). Facilities management has changed significantly since the early 1990s. In the early days, such tasks were decentralized. Store or district managers made service vendor selections and managed repair decisions. Often, those providing services were relatives or friends. The corporate headquarters usually had no view into facilities issues at the store level (Barrett, P.,  Baldry, D., 2003). By the mid 1990s, centralization became the norm. Major tasks, such as procurement and new construction, became centralized at the home office to achieve buying power. Centralization also found its way to facilities management. Facility maintenance departments began to grow, adding headcount to manage the needs of multiple locations while offloading tasks from onsite managers (Barrett, P. Baldry, D., 2003). By the late 1990s, web-based management solutions emerged, known as computerized maintenance management systems (CMMSs). The promise of a CMMS was the connection of all interested parties, including the store manager, facilities manager and service vendors. Unfortunately, service providers often did not have computers and the malls were not connected to the Internet, leading to system inefficiencies (Nakayama, M. Sutcliffe, N. 2005). By about 2002, affordable Internet access and the proliferation of broadband connections led to the emergence of powerful new facility management solutions. Leveraging portals and email, facilities management was embracing modern technology to improve communications and accountability (Nakayama, M. Sutcliffe, N. 2005). Blumberg (1998) presents new viewpoint to explain the FM outsourcing in terms of its positional benefits. FM outsourcing provides the organization many benefits. It helps in reducing the cost of the organization that opt it as the service provider company provides high quality services with the comparatively low cost. It is useful in improving the operating efficiency as the workload is shared. The net effect will be on the returns, they will increase and In contrast to Bloomberg (1998) and Kotabe (1992), if organization outsource its FM sector it will lead to the loss of overall market performance. He says that innovation will be neglected in case of reliance on outsourcing. When outsourcer does not want to be innovative he outsources its FM as it is much easier in contrast to indulge in innovations. The end result is the decline in the technological advancements which is the base in the innovations in the product and process. According to Nutt (1999) FM is improving the overall efficiency of the organization. It is a huge deportment in establishing values for all the facilities seekers. Corporations, individual employees, clients, operating units are the chief facilities seekers. FM is growing day by day and because of its increasing demand this market has created a much more competitive marketplace. Different types of FM companies has been established to fulfil its increasing demand such as FM contractors, professional FM institutions, FM suppliers, FM consultants and in-house FM teams. 2.8 Developing a facilities management structure Atkin, B. Brooks, A (2009) states that for the efficient and effectively management of facilities, stout strategies must be developed in the framework of organizations strategic business plan and accommodation strategy. These strategy should include development of strategic objectives and a business plan for the FM function. The process of developing a Fm strategy is demonstrated in Figure 2.2, which shows three main stages with their elements. Brooks, A (2009) There is no single formulation of facilities management that will fit all situations. Nonetheless, the concept of the informed client function is common to all situations. Most buildings represent substantial investments for organisations and usually have to accommodate and support a range of activities in the organisations core business, for which an appropriate environment must be created in buildings that may not have been designed for the purposes for which they are now used. Yet, no matter how well focused on organisation might be on its core business, it cannot lose sight of the supporting services the non-core business. The relationship between two is shown in the figure 2.3. Organisations may have already considered the distinction between their core business and non-core business (such as security, payroll or cleaning) as part of the drive to deliver customer satisfaction and achieve best value (Atkins, Brian Brooks, Adrian, 2009). Figure 2.3Source: Atkins, Brian Brooks, Adrian (2009). 2.9 Facilities management Information Technology History of computer-aided facilities management (CAFM) dates back to the early 1960s when space forecasting and inventory applications were first run on expensive mainframe computers by people writing their own programming codes. With the passage of time architectural planning and construction project management were added to the suite of applications running on the systems shown in figure 2.4. The number of people writing their own code based on office automation software increased dramatically with the advent of smaller computers. Islands of automation introduced in the market during 1970s and 1980s, CAFM began to be used for other applications such as furniture inventory, lease management, aqsset management, and building cost accounting CMMS application such as maintenance management, cable management and security began during late 1980s and 1990s during the end of 1980s internet was introduced and it was revolution in the automated system. Each of these tools processes and stores only specific information. Only FM specific tools are included in the following list, general tools like email, workflow, word processing belong to underlying IT base support (Redlein, Alexander, 2004). Computer Aided Facility Management Systems (CAFM) Geographic Information Systems (GIS) Enterprise Resource Planning Systems (ERP) Building automated Systems (BA including security systems) Management Information system (MIS) (Business Data Warehouse Systems) As mentioned above, all of the tools are engaged in the day to day objective process. Even in one field one toll alone cannot handle or support all the needed processes. The following table 2.1 shows how the main basic processes of FM can be supported by the software systems (James, R. They have become an essential tool for increasing and maintaining the efficient use of space in your buildings. As a planning tool, CAFM can help by creating trial layouts and comparing space efficiencies. CAFM helps track and control the use of assets like furniture and equipment. CAFM can help allocate asset costs to operating units and track employee movements. Many CAFM applications have options to aid in scheduling the use of shared space or maintenance routines like landscaping or snow removal. CAFM also enhances the effectiveness of facility safety and security. Following benefits could be achieved by implementing CAFM system (Teicholz, Eric, 1995) Increased Efficiency of Asset Utilization Automates space charge-backs based on your billing and reporting requirements Link architectural drawings with facilities and infrastructure data, ensuring information is always accurate Allocates space usage and reports charge-backs with accuracy to avoid external or inter-departmental billing disputes. Enterprise Resource Planning system (ERP) ERP is back office software which focuses on the key business functions of manufacturing, supply chain management,  CRM, financial management and  Project Management. A well implemented ERP solution will improve the efficiency of the enterprise, reduce money tied up in stock/work in progress, and run a Just in Time inventory system (BBC, 2005). Building automated system (BA) Building automation  describes the functionality provided by the control system of a building. A building automation system (BAS) is an example of a  distributed control system. The control system is a computerized, intelligent  network  of electronic devices, designed to monitor and control the mechanical and lighting systems in a building (Redlein, Alexander, 2004). BAS core functionality keeps the building climate within a specified range, provides lighting based on an occupancy schedule, and monitors system performance and device failures and provides email and/or text notifications to building engineering staff. The BAS functionality reduces building energy and maintenance costs when compared to a non-controlled building. A building controlled by a BAS is often referred to as an intelligent building system (Daintree Networks, 2009). As it mentioned in the section 2.7 that in around 2002, affordable Internet access and the proliferation of broadband connections led to the emergence of powerful new facility management solutions. Leveraging portals and email, facilities management was embracing modern technology to improve communications and accountability (Nakayama, M. Sutcliffe, N. 2005). 2.10 The evolution of outsourcing in the FM market Companies have become more efficient at reducing costs, and this is sometimes difficult to do effectively through in-house facilities managers. They are often constrained by internal political pressures and vested interests, and often they lack the expertise to manage change. Change within a company is a major challenge to any chief executive. By outsourcing to professionals, the outsourcing company becomes the change agent and a company is able to re-engineer and reposition itself more quickly and efficiently says Jackson (1997). It then developed into outsourcing non-core competencies to a number of outsourcing firms. The trend is now developing further to full facilities management, which takes the risk away form the customer and places it on the shoulders of a single vendor (Holzhhauzen 1999). Since the early 1990s FM has shows the tremendous growth, as different sectors and organizations are interested in control of operational efficiencies and cost. Now a day there is a trend in private companies to focus on the core competencies. So these companies are interested in adopting the outsourcing in order to increase the efficiency as well as output of a company (AMA Research, 2009). FM sector has shows tremendous success over the last 25 years. Many professional bodies are supporting the growing number of FM practitioners all over the world to establish this market as a worldwide brand. It has been controlled by the global network of FM educational providers who worked jointly with the professionals related to this field, they also have collaboration with the academic community which provides them with the unique and challenging ideas to develop this market. According to writer there is variety in the practice of FM but the main idea of its establishment remains the same which helps in maintaining its distinctiveness (Grimshaw, 2001). The back casting exercise provided an opportunity of reflecting on the short history of Facilities Management, charting its development and evolution. At the European Facilities Management Conference in Manchester (EFMC08) the vision of a new wave of Facilities Management was proposed in response to the context of post-industrial cities. Ethics in the Development of the Global Environment: Perception of Those in Power The mid-twentieth century was a powerful and revolutionary time in the history of the United States of America. It marked the beginning of the United States’ transition from a country that was built and perpetuated on biases and discrimination to a nation that was being inspired by and began to adopt new ideas of equality and social justice. During this period of time, various concerned individuals came together to form a variety of groups and organizations that committed themselves to bringing about these newly proposed social changes. These groups strove to make America aware of the social injustices that were, and to some extent, still are present in its society. Moreover these organizations made it of utmost priority to take the necessary measures to exterminate these injustices. These groups, while all striving for civil rights often had different fundamental ideas and beliefs as to what was the most beneficial set of circumstances for black Americans. This aspect of the Civil Rights Movement has proven to be the most problematic and consequently, has caused an immense amount of turmoil and disunity not only between white and black Americans but between people of the same race and ethnicity as well. Throughout history, it has proven to be a fact that power is a threat to power. In this, I mean that people who manage to acquire even the slightest amount of power are a threat to those who have established themselves in a position of power. Thus, those who are in these positions of power attempt to retain this power by depriving others of it. Slave masters, for example, deprived their slaves of the powers of knowledge and music in order to keep them ignorant and unable to communicate over distances, understand much vital information, or band together to overturn the established hierarchy of power. Furthermore, those slaves who rebelled, disobeyed, or challenged the slave master’s power were severely beaten, maimed, or killed; while those that took part in more subtle forms of disobedience, such as â€Å"accidentally† breaking farming utensils or failing to meet their quotas of work were often overlooked or perhaps slightly punished. While to simply disobey as th e passive aggressive slaves did was seen as unacceptable; the slaves that ran away or attempted murder on their masters acted in a new revolutionary manner.
